Sadly, even if these were legit, they can be too much effort to get merged in our current state, with flakes, queue bandwidth, etc

I was referring to code comments, function names, literal strings, etc. We'd need much smarter analysis to reduce test cost

Lots of causes: spurious and/or unrelated test failures, rebases, missing steps necessary for merge, ...
