Why is time wasted running CI on documentation PRs ?
I was referring to code comments, function names, literal strings, etc. We'd need much smarter analysis to reduce test cost

My question is why *reviewed* PRs with no functionally observable changes get stuck in limbo for weeks or months?

Lots of causes: spurious and/or unrelated test failures, rebases, missing steps necessary for merge, ...
