It seems like GKE now allows deleting all node pools, so you don’t pay for nodes but you still get a free Kubernetes API. 
Anyone tried this?

For test clusters I think it's simply ease of use. Certain resources don't need to be recreated every day. It's also faster to spin up new nodes than a new cluster. When replacing a cluster, it's nice to have a simple rollback option around for awhile, especially if it's free.
Would it be a problem if you had to reactivate the cluster explicitly? Like suspend/resume? Since that's what it sounds like you are doing?

Nope, I think that would be a great solution here. There's probably a bit of added risk that something would break in the resume process, but assuming that could be done reliably, it could be an awesome feature.
