I wonder what @bgrant0607’s thoughts on this are. I hear he knows a thing or two about how this thing was designed, from borg on.
This is a feature request, not a problem with the overall design of Kubernetes, pods, or controllers. PDB is still immature. File an issue if you don't find one, and comment on https://github.com/kubernetes/enhancements/issues/85 …. The decoupling has been a huge win.

A solution to this particular problem can be an admission webhook that validates pod creation and update and doesn't allow for this scenario to present itself. "sorry, replica count matches PDB, so no PDB for you".
