.. that's because the main point was to restore end-to-end addressing. Most current IPv4 RFC1918 uses get replaced by globally unique IPv6 addresses, but with firewalls (ie: privacy is a firewalling *choice* not a routing necessity). (I'm ignoring scoped addresses for brevity)
