      Presumably if N+2, that's intended for one planned and one unplanned disruption. PodDisruptionBudget can only moderate planned disruptions. Making maxUnavailable=1 should ensure one planned disruption at a time.

      Been hitting that recently. PDBs may not be respected (EG the descheduler only “tries”), and there is an application level a awareness missing. An instance that’s still bootstrapping isn’t a proper part of the pool, even though the pod exists. Cc @wheeliamhuang
