1/2 Barefoot provides a VM allowing for P4 development without the actual gear. If you would be interested in a remote access to test your code on the actual gear, I can ask around.

2/2 Keep in mind that even though a box is a white box (but with Broadcom or Mellanox Asic) you dont have much freedom. Look at the SAI API specification.

Not sure if useful, but older Cisco Nexus hardware can be pretty cheap on ebay. I picked up a Nexus 3064X last year for somewhere around $500. I'm actually starting to think about picking up a second one, once I'm done pulling fiber in my house I'll need more switching...

It’s not, we don’t want yet another unsupported piece of old iron that we can’t get FW updates for. (also, EU old equipment eBay is much more expensive than the US market)
