    Possibly counter-intuitively, I think the best help for overall rapid improvement would be many fewer things being thrown at the wall to see what sticks. Instead of 100 proposals, focus on the best/most important 5 (or 10).

    FYI: In Chrome ~77, we'll strip `referer` headers down to an origin if they exceed 4k (which is both HUGE and ~0.01% of requests: other vendors are interested in pushing that limit even lower). I'd love to learn whether this breaks anything in the wild...
