You then have neutered Congress to really not having a role in oversight of the executive branch. Plus you mix that in now with McConnell’s view of Congress not doing anything with an unspecific next election approaching theory that renders congress unable to fulfill its duties.

Just because an action might also help a Pres politically, it does make it impeachable. Case in point - Bill Clinton bombing the Al Shifa factory prior to midterm elections. Even if Clinton gained politically from this, it does not automatically make it impeachable.

He clearly says it at 1:55. A quid pro quo is unlawful only if the "pro" is illegal. Then he skips to mixed motives, saying self interest doesn't make a legal pro an illegal one. Many hear this as a separate point while Dems will say the pro was always illegal. Hence, confusion.
