I think it's because residents are involved in the drug dealing business, just like bars were. There's a vacuum.

I've wondered allowed what it would look like on Cortland Ave. today If you transplanted everyone on Golden Gate/Hyde to the front of The Good Life Grocery. I moved into Bernal in 1989. There was drug dealing off Cortland but Bernal Heights was a lot different back then.
