Keep in mind that full-service sex work is illegal in Quebec. So, the parole board was authorizing this guy to commit crimes, too. Because men's sexual needs trump everything in a patriarchy.

Parole boards punish people for doing normal legal stuff all the time, like spending time with a family member who has a felony. But in this case, the parole board was like, Go ahead, do crimes!
