Pat Brown, later governor of CA, ran for DA of SF in 1943. During his campaign he wrote: "The District Attorney's office has more to do with the unhappiness of people than any other office. . . .[i]t should be handled by a person who is really interested in the welfare of others"

In his inaugural speech in Jan. 1944 Brown said: "The prosecutor must not become the persecutor, seeking vindictive punishment and exulting in its infliction. It is most emphatically not a part of San Francisco's tradition, it will have no place in the DA's office in this city."
