I'm 100% against him being detained, but this story seems to imply he is hiding the fact he speaks English which I would think would work against him in making a case he is a productive citizen. Please help me understand.

I don't think he's hiding the fact. To me, is sounds more like the people working in the detention center just assume brown people in their custody don't know English.
