      I'm bored of this, "Ministers can't hide behind civil servants" line. If civil servants screw up, they should carry the can as well. Some of them are becoming like underperforming footballers who say "Who cares. They won't sack me, they'll sack the manager".

      I really do not believe that. Most CSs are imbued with a sense of public duty, who owe their first loyalty to their minister. But loyalty needs to be mutual and Minister’s cannot expect CS loyalty if they trash their officials in public. @UKCivilService @CommonsPACAC

          As a former civil servant I can attest that a minority at the top and the bottom of the scale, regard themselves as immune to criticism or censure. The top 5% think they are untouchable and their progress up the chain inevitable and the bottom 5% think themselves unsackable.

          Bernard, what should happen if there is endless confusion on whether you are a Civil Servant or not? How loyal can you be to a Minister if you are both a Civil Servant and not a Civil Servant at the same time?

          If you’ve ever watched what happens to people at the top- you will know that everyone lies to them. It’s in their interests to say all they’ve done is exemplary. Promotion ‘n that. Civil servants can get away with it as they are not scrutinised as much as business people are.
