What's the best evidence for Russian and NKorean meddling with the world affairs via Internetz (wanna cry, elections)? I personally think many claims are likely, it's just the data I've seen can be summed up as conjectures and references to gov. agencies' claims w/o evidence. 1/2

It's not hard to imagine a gov agency that can see such activity (in relation to cyber attribution) as a sort-of noble thing: "even if it's not always 100% verified/verifiable, there's no harm in unifying population against an entity which historically wasn't our best friend".

but they fail to see they are trading a potential short-term win for an almost guaranteed long term loss: facts will almost inevitably surfaces that expose such "white" lies, which undermines people's trust in governments in general, not just the ones that were caught doing this.

Having said that, I think I can live with the operating principle that those activities were carried out by the aforementioned states et consortes, and allocating counter-intelligence resources as it was a fact. Just, I wish it was clear it's in many cases just the best guess.
