Can anyone help provide a non-sinister reason for this?
Just because something is common does not imply that it's good, right? I assume you mean privacy? Where is the opt-out?

Sure it is. Security is less with a phone number backup than a pure 2FA solution, but recovers when 2FA hardware fails.

Phone number lets you send a recovery code. Absent that, your account is forever-locked-out. Security v usability
