Sure it is. Security is less with a phone number backup than a pure 2FA solution, but recovers when 2FA hardware fails.

Phone number lets you send a recovery code. Absent that, your account is forever-locked-out. Security v usability

i guess too many people got locked out after they changed their phone. Same for facebook if i remember correctly

IMHO that's a reason to make it hard not to add a phone # or back-up email, but not to *require* a phone #.
