I voted for 1 but would be concerned about systems that perform critical functions (medical, utilities)- might not need data

Have you considered the logistics of finding a proper contact for every vulnerable system on the internet?

Option 1 can be automated, which scales to allow a single person to apply this to the entire internet.

Sure, have your customer data dumped on-line: identity theft is not your problem, right?

I can fix any issue on my servers almost immediatly after I am aware of it. Shutting down the whole system isn't a solution.

There is nothing I can do about that. I can only try to convince others to report vulnerabillities.
