@monkbent Consider that developers haven’t had the chance to update their app for iOS 7, which will partly alleviate this problem

@libovness an app not being in memory isn't something a developer can fix. There will always be a delay, and the UI could be better -
@monkbent yes but background refresh will reduce the amount of data the app needs to download before it can be used -
@libovness yes, but Stocks and Weather, for example, which have implemented background refresh, still have a delay until they're usable -
@monkbent all I’m saying is *less* delay. And no delay if app is not in background mode yet. -
