Been in SF for 2 hours and it’s heartbreaking. Streets lined with people keeled over, worse than ever. Drugs everywhere. I step into one store where a shoplifter gets caught and beats up a cashier until the police come.

Good cite. NYC was in terrible condition when Koch took office (1978). It improved steadily through 1980s with RE development as Wall Street did well (except for 1987 crash), although there was still a lot of crime. More crime, fiscal problems with Dinkins as mayor until 1993.

TY. I'm by no means an expert but my personal opinion is that Koch and Giuliani both played important but different roles in the recovery. Economic improvement was probably the biggest factor, but I can see how structural fixes to housing and tough on crime stance both helped.
