Of course Congress should be allowed to vote electronically. Members of Congress should generally never be in DC. That is the problem. Congressmen should be allowed to live and work in their districts permanently. The American political system would be better for it DC is cancer

That's why they call it "sessions of Congress". Throughout history, Congress only met when scheduled. Representatives didn't have a second log condo in Arlington year round.

Rule Change most likely... If Congress can, by rule change, adjust the filibuster rules; and set their own rules for the House/Senate voting otherwise? I don't see how this would be much different.

The Congressional office buildings in DC are shopping malls for lobbyists. Think of how much more difficult lobbying would be if lobbyist had to travel state to state to get members on a committee to support a payoff
