    CMS submitted the FY21 hospital inpatient payment rule to OMB for review yesterday. Will be interesting to see whether any suggestions from recent RFIs (eg on interoperability, patient matching, clinician burden, EHR safety, etc) are incorporated.

    Today nearly 30 groups from across health care sent a letter to & OMB calling for the finalization of the API elements of the ONC & CMS rules without further delay. The groups include patients, providers, tech companies, app developers, public health advocates, et al

    He has a lot of good -isms! My favorite of his is about how the private sector needs to do the right thing or else “the Sword of Damocles will come down” (eg regs)

    The ONC & CMS rules are officially LATE. OMB has 90 days to review regs w/ a 30 day extension possible. At the earliest they come out Monday. That’s 124 days for CMS (submitted 9/26) & 92 days for ONC (submitted 10/28). Unclear if either got an extension; CMS overdue regardless

    New study: EHR only data and claims only data comparable for figuring out 6 month hospitalization rates (NB: but not for devices because claims don’t contain device-specific data)

    3) ONC added clinical notes. That’s especially important as ONC separately proposed regs to add clinical notes to APIs. Standards are key for effective exchange of that data—and specificity in ISA (and the rules) will help. Thanks to for making these updates!

    Kudos to ONC for adding email. But, further enhancements for matching are needed—like specifying USPS for address. ONC can make that change via USCDI and/or TEFCA

    2) ONC added some standards that can help with patient matching—notably for telecommunications (both phone and email). Research found that standardizing phone # would not meaningfully improve matching 🤷‍♂️. However, the addition of email could encourage greater use of that field.

    1) ONC added new domains on social determinants of health (), incl for food & housing insecurity. That’s important to depict these data effectively so, for example, tools can be built to help clinicians refer patients or other interventions. More info on adoption needed
