Took my kid to the ED (he’s fine). Me: How do I get portal access? Them: ... Me: Like the patient portal to get data on his care? Them: ... Let me tell you, I could have been speaking Klingon.pic.twitter.com/9S5thjCvYo

The data are clear: the ONC & CMS health IT rules would improve public health, patient safety, & care coordination. It’s time for OMB & HHS to finalize the rules without further delay.pic.twitter.com/9VwyFb2skZ

4) The ONC rule would allow the sharing of screenshots—which can help providers, researchers & others assess the usability of systems. That’s important to prevent medical errors, as research from
@RajRatwani et al has shown a clear link https://www.healthaffairs.org/doi/10.1377/hlthaff.2018.0699 …pic.twitter.com/91tcxcvnoj

2) Standard APIs aren’t just about patient access; they introduce a world of possibilities with interoperability writ large & clinical decision support—as
@mandl,@rickybloomfield,@JoshCMandel et al describe in these papers https://www.ncbi.nlm.nih.gov/m/pubmed/26911829/?i=4&from=/29026458/related … https://www.ncbi.nlm.nih.gov/m/pubmed/28118917/?i=2&from=/26911829/related …pic.twitter.com/7XrA2Nh2gS

Curious what the President will talk about in
#SOTU
on health care? Here’s a preview according to a senior administration official. The focus: reducing costs, new cures, surprise bills, cost transparency. Will be interesting if health IT rules come up & what becomes policy...pic.twitter.com/4ZHAz3VRvS

CMS submitted the FY21 hospital inpatient payment rule to OMB for review yesterday. Will be interesting to see whether any suggestions from recent RFIs (eg on interoperability, patient matching, clinician burden, EHR safety, etc) are incorporated.pic.twitter.com/8m3SQZBaGm

Today nearly 30 groups from across health care sent a letter to
@SecAzar & OMB calling for the finalization of the API elements of the ONC & CMS rules without further delay. The groups include patients, providers, tech companies, app developers, public health advocates, et alpic.twitter.com/JJYR1rVTrc

He has a lot of good -isms! My favorite of his is about how the private sector needs to do the right thing or else “the Sword of Damocles will come down” (eg regs)pic.twitter.com/fTKMVCCfoU

The ONC & CMS rules are officially LATE. OMB has 90 days to review regs w/ a 30 day extension possible. At the earliest they come out Monday. That’s 124 days for CMS (submitted 9/26) & 92 days for ONC (submitted 10/28). Unclear if either got an extension; CMS overdue regardlesspic.twitter.com/KpZNKfzcJh

New study: EHR only data and claims only data comparable for figuring out 6 month hospitalization rates (NB: but not for devices because claims don’t contain device-specific data) https://ehrintelligence.com/news/ehr-data-claims-data-can-successfully-predict-hospitalizations … https://ajmc.s3.amazonaws.com/_media/_pdf/AJMC_01_2020_Morawski%20final.pdf …pic.twitter.com/tTXlfUTUr9

Don’t forget support for the rule from groups like
@pewtrusts that advocate for public health & pro-patient policies https://www.pewtrusts.org/-/media/assets/2019/09/api-sign-on-letter-9-11-19.pdf …pic.twitter.com/05dcbCzY3Y

3) ONC added clinical notes. That’s especially important as ONC separately proposed regs to add clinical notes to APIs. Standards are key for effective exchange of that data—and specificity in ISA (and the rules) will help. Thanks to
@ONC_HealthIT for making these updates!pic.twitter.com/mny21p8fRn

Kudos to ONC for adding email. But, further enhancements for matching are needed—like specifying USPS for address. ONC can make that change via USCDI and/or TEFCApic.twitter.com/LXWB3XDHmM

2) ONC added some standards that can help with patient matching—notably for telecommunications (both phone and email). Research found that standardizing phone # would not meaningfully improve matching
. However, the addition of email could encourage greater use of that field.pic.twitter.com/o4v4puxRYx

1) ONC added new domains on social determinants of health (
#SDOH), incl for food & housing insecurity. That’s important to depict these data effectively so, for example, tools can be built to help clinicians refer patients or other interventions. More info on adoption neededpic.twitter.com/YAfRVkXdlQ
