there are lots of PoC in lotr! they're just either irredeemably evil, hopelessly brainwashed, members of a mystical race of primitives or lesser races of hobbits (the "best" hobbit race is coincidentally the fair-skinned, blond one).

but thankfully, it all ends happily ever after when aragorn kills all the evil ones, benevolently colonises the brainwashed ones and the primitives, and creates a protectionist state for the hobbits.
