I think this was probably lost in translation, because it's not a requirement. We've hired great people without any CVEs in the past (or where their CVEs are a fraction of their total work history).

Having a public portfolio of research results is helpful when it's an option, as it pretty closely aligns with the day-to-day work of a Project Zero researcher, but it's not the only option.
