Correct - eShop purchases are tied to both your account and hardware. If your 3DS gets lost or stolen Nintendo customer support can transfer purchases in their backend, but not if you sell your 3DS, and not without calling them
Am I understanding correctly that there's no way to preserve e-shop purchases if you sell your 3DS? Google is kinda unclear

If you're transferring 3DS systems you can move everything over on your own end using a system transfer, then sell the old one. If you sell your 3DS then buy another much later, they won't do anything for you.
