Yes reminded me of chromatic aberration I get with my glasses but with added motion blur. Nice!

As a fellow glass-wearer, I think it *is* chromatic aberration, as it usually seems to happen when the lens thickness is modified even microscopically due to oil and grime. Or hand sanitizer.
