Public infrastructure systems have HUNDREDS of flaws. Focus on ONE to the exclusion of others is negligent and PERPETUATES indefensibility.
Today, adversaries can spin up in hours or days. Defenders take weeks, months, or years. That's an ignored asymmetry that must be fixed.
Case in point: did officials who pushed for adoption of computerized systems in medicine have a plan for life beyond WinXP?
Good question. When we build systems that will survive the lifetime of their underlying platforms, what is the resilience plan?
Russia got smashed by these too.
But aren't the risks inherent in government development of malware one of the dangers #WannaCry revealed?
There are tradeoffs, for sure. And we certainly need to reevaluate them every so often. But it's a sideline to this story, not the lede.
BTW, I agree the NSA is not root cause here. Massive underestimation of the risks of malware across the board is the root cause.
