Who do I have to talk to about making a full out AAA video game about a magical fairy featuring a fleshed out RPG narrative with an intense combat system AND magical girl transformation scenes?

This seems like a She-Ra license concept pitch. Realtime or turn based combat?
I was thinking turn based so we get the full experience of all those fairy transformations 
but am open to all ideas!!!
