As I write in The Transom today, it's time for Senators who care about what is happening in Hong Kong to force the connection with trade negotiations.

The global financial hub that was once a shining example of the possibilities for a more liberalized China is now caught in a torrent of generational conflict, with demonstrators fighting to keep hold of the freedoms they see being steadily eroded by Beijing.

President Trump promised Xi Jinping that the United States would stay silent on human rights issues, and not create a linkage between Hong Kong and the trade talks. This is no longer tenable as a position.

Senators with the ear of the White House should make an explicit linkage between any trade deal and the fate of Hong Kong, and the Xinjiang camps too, about which the NYT had a stunning report this weekend. https://www.nytimes.com/interactive/2019/11/16/world/asia/china-xinjiang-documents.html …

Access to American markets, American consumers, American universities, and American technology is not a right. It ought to be a function of the extent to which the People’s Republic of China embraces liberality.

Deescalating in Hong Kong and closing the Xinjiang concentration camps would be evidence of this. These are steps the United States can press for by explicitly bringing them into the trade talks.

For all its power, the People’s Republic of China remains dependent upon access to the West, and to the United States in particular, for its prosperity - and therefore its internal social stability.

What the United States should understand is that we still hold the upper hand, not China. We should use that advantage while we can.

The violent crushing of dissenters and the abuse and murder of religious believers in China is not a price we ought to be willing to accept for cheaper plastic tchotchkes on Christmas morning.

I know that Trump doesn't care at all about any sort of freedom agenda but I wish that he would see the Hong Kong protests as leverage against his hated China and perhaps accidentally do some good.
