In short, yes. But if I had my druthers, it'd be a cascade: the many (renters) would be forgiven, then landlords. The buck would stop at the insurers & investors in mortgage-backed securities, who were just bailed out, again. We would sacrifice their 3rd-party beneficiary rights.

Where is the 5 million estimate coming from? I agree that many more people won’t be able to pay in May than in April but I’m curious if someone has done the math to figure out that’ll be 5 million.

This is my own rough estimate, based mainly on • 10 million NYS renters • 31% late as of 4/05 (–12%) in NMHC survey; 16% late as of 4/12 (–7%) https://www.nmhc.org/research-insight/nmhc-rent-payment-tracker/ … • –20% change assumed for May I'd love to see a nuanced estimate but haven't yet.
