There's also can mean that YouTube is lazy and refuses to review your channel which makes it an incredible long winded long winded ridiculous process that has no end YouTube uses excuses so that they don't have to approve your channel and then when you ask them for more

Everyone is treated fairly I can't tell you how many times I have seen things that seem unfair to everyone on youtube and I will be the 1st one to admit that we have made mistakes in the past however there are many people who deserve a second chance and YouTube doesn't even give
