It's not a BBC venture. ITV own 90% with the BBC contributing to the other 10% alongside investors. You'll still be able to watch things that are new, this just covers the past and some original ITV programming really.

No thanks, pay a TV license to watch these programmes, what's the point in that then? Will this be a thing of the past and only way to access these shows is through britbox?

The license fee is for the first month of broadcast, they will still be on iPlayer. After that the rights holders need to be paid for repeats, that's why this will exist.
