A participatory Gvt: Will allow a transition period where Taliban can put the gun down, come share power in Kabul. If they accept it, it would be proof that they accept the diversity of Afg. It would be a step forward. The Gvt's well functionning would need Int'l guarantees.

@ABlinken has understood d gravity of d situation but fascists on @ashrafghani side never. That is what Blinken aimed at. President Rabbani in 2001 faced similar situation. He just let d process move & pulled back for peace to endure which others interpreted as defeat.
