Can someone explain why, say, touching a button on your dash-mounted smartphone satnav is worth six points, but touching your stereo isn't?

And are you allowed to adjust a 'normal' satnav, which is obviously doing exactly the same thing?

Don't get me wrong. Not condoning phone use. But I think law makes odd distinctions between different devices.
