When they can beat Intel's performance and not before.
How much longer will it be before Apple ditches Intel and runs Macs on its own processors? http://www.theverge.com/2017/2/1/14477268/apple-macbook-chip-rumor-sleep-mode …

Raw performance, or just deliver much better battery life, even if performance is compromised?
-
Raw performance. Unless Intel messes up badly and can't deliver 10 hour (headline) battery life.
-
I don't think Apple cares too much about raw performance in MacBook range. Wouldn't be using Core m if it did.

Well, it'd be the fourth time it's shifted architecture, so it's got form. (6502 - Motorola 68xxx - PowerPC - x86)

My bet is Apple chips for MacBooks, Intel for beefier machines, initially at least. Very hard to catch up at the high end.

but in the long-term, I definitely wouldn’t bet against it

apple had been running OSX on x86 for a long time as a side project before they made the move

the move to Intel was made because it wasn't practical to get a G5 into a laptop, also PPC roadmap wasn't looking so good

unlikely to see this happen any time soon, apple are probably experimenting, much like they did with intel when they were PPC

Might not be for some time. It’s very costly to change chip architecture and recompile all software etc. Intel is ok for now.
