Disagree. Opening the USB to storage would potentially expose the OS to malware. Part of the attraction of iOS/iPads is they're instant-on, no scanning, little or no risk.

It's also technically incorrect. Apple does not provide an interface for mass storage, but other third parties can if they wish.
