A basic point about UNSC Syria ceasefire talks is that each day's delay allows Assad/Russia to ramp up human suffering in Ghouta. And the majority of Council members who just want this hell to stop will feel the need to compromise more strongly.

People may say "but the reputation cost will also rise for Russia with each day of bombing" but there is basically zero evidence that Moscow factors this in. It understands that facts on the ground will ultimately shape UNSC positions.
