I may not understand the full context here. I think they're entitled to a reasonable degree of discretion especially as it relates to victims and contact information. E.g. they should be able to introduce a victim / witness to the press with approval from the individual.
Or they SHOULD NOT release any contact info of victims/witnesses to anyone - that's discretion. They could also not violate the non-selectiveness rules by giving the reporter's number TO victim/witness. Ofc, side issue is, here, Balko wrote a very supportive opinion about Boudin.
