That's federal inmates. Roughly 85% of the national prison population is in state, not federal, prison.

In TN, most recent numbers show over 60% incarcerated for violent felonies. 20% homicide alone. Before you ask, drug-related is less than 20%. Yes, people in jail have generally earned it.
