Dan, the elected Gov't. got voted out in large part bc Trump became unhinged. And that's before he lost. We were in extremely dangerous times and I appreciate trying to settle the nerves of someone who could also strike us. I'd give Milley a medal.

Trump was Cmdr in Chief but didn’t have power to declare war-that’s reserved for Congress. Trump may not have known/may not have cared. Reassuring China we’re not attacking seems appropriate. “Tipping China off” does not-but again, a preemptive strike would’ve subverted Congress.
