The federal government doesn't require that. And the states don't run the FDA.
I've also not yet seen a compelling scientific examination of the difference between the immunity conferred by vaccination & the immunity conferred by a previous COVID infection, which is a major reason some people refuse the vaccine. (Open to persuasion on that point.)

What I've seen is that while both the vaccines and prior COVID infection provide good immunity, prior infection immunity is stronger (the downside is that you have to get COVID).

"I'd rather get COVID so then I'll be immune to getting COVID" always struck me as an argument with some holes in it.

One of the weird things about this is that the administration is saying it’s okay to mandate vaccination for people with natural immunity because it will reduce odds of reinfection from 1.2% to 0.5%. Yet they don’t require getting a Moderna over J&J even though the difference
