If the funding requires reauthorization the future Congress is going to be too lazy to also address refundability? If the funding were also permanent or on autopilot I could see your point.

Legislatively I don't see how you can prevent a future elected body from cutting or repealing it. But, realistically, if it greases enough palms it will be nearly impossible to cut. I think every act of congress should have a mandatory 10 year sunset clause.
