Why would anybody positively cover a pretextual bill with no substantive policy goals attached to it at all? What is the “positive” policy achievement when a state has large voter turnout, voting is easier than ever before, and there is no fraud?

In other words, all coverage should take progressive ideological priors as a starting & ending effect point.

All coverage? No. But the bill is pretextual and “remedies” a non existent problem. There is no public rationale for it. The best you can say about it—as various observers have—that it’s not that big a deal. But how do you make a normative claim that it’s *good*?

Ok—so what is the claim that the bill is good? You, of course, (not me) could easily make that claim for the various bills that seek to limit abortion rights. What is the analogous claim here? Not that the legislators have the *right*—stipped—but that it’s a *good* bill?

You seem to have difficulty paraphrasing the words of others. My students often struggle with that, and one bit of advice I could give to you is to read more carefully, but that's just a start. Paraphrasing and summarizing can be difficult, so you should keep practicing.
