I'm not sure why "voters make bad decisions" is in conflict with being pro-democracy. Being pro-democracy does not entail being pro-every democratic decision.

No, but Tom has been arguing that we are an unserious people unfit to make these kinds of decisions wisely (admittedly, the Atlantic piece is less barbed on that than his tweets the past 36 hours).
