There's a lot of crazy stuff in that article. She seems to assume that any activity conservative groups undertake to promote election integrity is aimed at re-electing Trump, and then cites Bradley grants from back in 2012!

If a state legislature established rules for picking electors that violated the 15th amendment, how would those rules be struck down? Since apparently courts have no power to change those rules.

Legislature can decide whether or not to hold a popular vote. If it holds a popular vote, the vote must comply with the 15th, 19th, & 26th amendments.
