Because it’s easy for most employers to impose penalties for non compliance. Houston Methodist Hospital # fired 150 out of, iirc, 24,000 employees. Non compliance (with appropriate exemptions) means loss of employment. Trying to enter a bar, eg, w/out proof of vax = barred.

And yes, they are an atypical measure. But if a lethal pandemic doesn’t justify it, what would? Moreover, why sign a law *preventing* private businesses from the right to mandate?
