It's explicitly aimed at "risk of COVID-19." Border migrants are coming from countries with lower vaccination rates than Britain, yet this is not as sweeping as the federal ban on travelers from Britain.

Wouldn't the practical effect of this be to strand migrants at bus terminals in south Texas?

Or to change the behavior of the federal government. The feds can of course override this, but doing so requires taking additional visible actions that reduce the deniability that is the point of dumping people at bus stations.
