It is, in a teleological sense, but it is not grounded in belief in a Supreme Being (quite the opposite), and it is choosing the uphill battle as a legal matter to try to convince courts that secularist beliefs were what the Establishment Clause was written to guard against.

Phillips won in Masterpiece Cakeshop. The problem has been getting the courts to crack down & say "we mean it," but the law is on his side.
