Well, my point is this: a perfect democracy requires a large number of ideal people. A perfect monarchy requires one. The advantage of democracy is that the large number of people reduces the variance between best & worst. Cost we pay to avoid tyrants.

Right, but the ideal president, for example, will be restrained by the less than ideal Congress. Again, price we pay to limit the damage.
