My guess is the first five states on that list mostly don’t report “recovered from” numbers, so when “active cases” is computed by subtracting recovered from total positive tests, you get a bonkers high active number.

Kentucky's numbers look weird that way too. Some states track recovered cases a lot better than others, and some track recoveries almost not at all.

Look at Virginia. We've had 679,000 cases. We've had 11,000 deaths, and a total of 57,000 recovered. Leaving 611,000 active cases. Compared to us (92% of total still active), California is doing good, only about 40% still active. Clearly some states are not "closing" cases.
